Decide which timestamp controls quotation expiry

Use an explicit response boundary and distinguish customer sending time from recorded receipt.

Record the boundary and evidence together

Synthetic policy: Q-63 accepts responses recorded before 17:00:00 Hong Kong time on 20 October 2026; the boundary itself is excluded. The fixture uses receipt time, not the customer email header. The time zone and the comparison are stated so staff do not silently substitute end-of-day or sender time. A late response goes to a renewal decision, with its original evidence retained.

Apply one stated comparison

  1. Read quote cutoff and time zone
  2. Locate receipt evidence
  3. Compare strictly before cutoff
  4. Continue checks or request renewal

Missing receipt evidence means timing is unresolved; do not manufacture an in-time timestamp from a staff note.

A response arrives at 09:00:00 UTC. Does it pass?

Show the worked answer

No. Adding eight hours gives 17:00:00 Hong Kong time, exactly the excluded boundary. It needs the renewal route.

This is an operational timing fixture, not a statement of legal acceptance rules. Check the actual quote wording before adopting receipt time or an exclusive boundary.
