Place new supplier orders on hold without losing existing records

Separate new purchase eligibility from receipt, invoice and historical obligations under the local hold.

Prepare the purchasing decision

Synthetic hold H-V stops issuing new POs to V-H from 10:00. It does not erase previously issued P-H1 or prevent staff recording a real receipt against it. Draft P-H2 has not been issued and is held. Existing invoice I-H1 still needs matching. The hold is an internal choice, with no sanctions or regulatory claim.

Complete the recorded outcome

  1. Record the hold scope and effective time.
  2. Identify unissued purchases separately from existing orders.
  3. Block new release while preserving actual receipt and document processing.

If the actual hold also restricts receipt or payment, record those separate decisions; do not infer them from this new-order-only rule.

Can P-H2 be issued because its draft predates the hold?

Show the worked answer

No. It is a new release after the boundary. Earlier drafting does not override the hold.

Keep the hold reason and future review owner visible without relabelling past receipts as cancelled.
