Define the effect of each answer
Synthetic rule: declining an offer releases its held place and keeps the entry waiting, but excludes it from offers for the same released-place event. Withdrawal closes the waiting entry. A later independent release may offer the waiting entry again. Expiry treatment is separately documented.
| Entry | Answer | Offer state | Waiting state |
|---|---|---|---|
| W-D1 | Decline release E-1 | Declined; place released | Waiting; skip E-1 |
| W-D2 | Withdraw | Closed; place released | Withdrawn |
| W-D1 later | New release E-2 | May receive new offer | Original waiting entry retained |

- Identify whether the person declined this offer or withdrew from waiting.
- Close the offer and release its place.
- Keep or close the waiting entry and record the release-event exclusion.
An unclear free-text reply stays for staff interpretation; do not choose withdrawal because it simplifies the queue.
Can W-D1 receive another E-1 offer immediately after declining?
Show the worked answer
No. It remains waiting but is excluded for E-1. E-2 is a separate release and can be considered under the original waiting rule.
Preserve the declined offer so staff can explain why a waiting person was skipped for one event without losing their entry.
