Choose the route before the signing interface
For a B2B service SME, replacing a signed PDF returned by email is a workflow decision before it is a software purchase. Start with one quotation template and its attached terms. Ask what the customer is accepting, which organisation each person represents and whether a signature is required by law, by the agreed contract process or simply by your internal policy. A successful screen interaction does not answer those questions.
The Digital Policy Office’s ETO overview distinguishes two routes for meeting a signature requirement under law. Where no Government entity is involved, an electronic signature must be reliable, appropriate and agreed by its recipient. For transactions involving Government entities, it describes a digital signature supported by a recognised digital certificate from a recognised certification authority. This distinction concerns legal signature requirements; it is not a rule that every government-related email needs a digital certificate.
DPO: Electronic Transactions Ordinance overviewElectronic signature is the wider category; digital signature is included within it. A drawn signature or an acceptance checkbox does not, by appearance alone, establish that the proposed route is suitable. The DPO FAQ also points to an Exclusion Order affecting sections 5 to 8. Check applicability and exclusions for the actual document. If the answer is uncertain, obtain legal review before implementing that route.
DPO FAQ: exclusions and signature requirementsComplete a route-selection worksheet
Complete this worksheet with the person who owns quotation terms and the colleague who handles acceptance. Write an answer and the basis for it in each row, rather than a bare yes or no. Keep unresolved items visible. The worksheet is a planning aid, not an exhaustive statement of statutory conditions or a legal opinion on your template.
| Document type | Quotation, attached terms, variations and the reason a signature is required. |
|---|---|
| Parties | Legal names, intended signatories and how their authority will be checked. |
| Government involvement | Whether a Government entity is involved; obtain clarification if its status is unclear. |
| Applicability and exclusions | Who checked the document against relevant requirements and exclusions, and any unresolved issue. |
| Recipient agreement | How the recipient agrees to the proposed electronic signature method. |
| Required evidence | Evidence required for this route, plus the operational records the business chooses to keep. |
Match the workflow to the answer
For a private business quotation whose applicability has been checked, assess an electronic acceptance flow against the recipient’s agreement and the reliability and appropriateness needed for that transaction. Keep a manual route for customers who cannot use the flow. A certificate-backed digital route may suit a recipient’s requirements, but adds certificate onboarding and verification work. Where a Government entity is involved, establish the receiving department’s applicable signing and submission requirements before selecting an integration.
Continuing with emailed signed quotations can be a sensible interim operational choice while questions are resolved; it does not itself settle legal applicability. Its trade-off is staff effort: someone must reconcile the returned document with the issued version and file the evidence. Buying a signing platform is useful only if it can demonstrate your chosen route, handle exceptions and return records you can actually read outside the service.

Consider an illustrative maintenance consultancy issuing a quotation to a private trading company. The customer forwards the acceptance link to a colleague after asking for a shorter service term. An acceptance event now leaves two practical questions: did the colleague have authority, and which term was accepted? Put the item into a review state until those questions are resolved. Do not let the presence of a signature image automatically start delivery.
As implementation choices, preserve the exact issued document and attached terms, a version reference, the acceptance wording shown, the signing or acceptance event, and the identity and authority checks used. Record agreement to the method separately from agreement to the quotation terms. Give both parties access to the accepted copy. A revised quotation should have a distinct version and a clear relationship to the earlier one, with fresh acceptance where your agreed process requires it. These records support reconstruction; they are not a promise that every contract is valid.
Assign one owner to retrieve the complete record and one reviewer for exceptions. Agree access and retention arrangements appropriate to the business, rather than collecting extra personal information just because the platform allows it. Test an evidence export before committing: a status label saying “signed” is much less useful than a readable package linking the person, document version and acceptance event.
Pilot one template before expanding
Your next action is to complete the worksheet for one frequently used service quotation and assign an owner to every open question. After applicability is resolved, rehearse a normal acceptance, a revised quotation and a recipient who needs another method. Ask a colleague to recover the accepted document without searching the salesperson’s inbox. Choose or commission software only after the team can explain why each case takes its assigned route and what evidence remains.
Custom software development: discuss a quotation workflow once its requirements are definedBefore you proceed
- The document, parties, Government involvement and unresolved applicability questions are recorded.
- The selected route addresses recipient agreement and any applicable certificate requirements.
- A revised quotation and an alternative signing method have named reviewers.
- Staff can retrieve the accepted version, attached terms and acceptance evidence together.
